Howard County Vaccine Survey

First of all, I want to thank you for all that you do for making Howard County work as an institution. Your hard work does not go un-noticed, and as we go to the bargaining table, we will be aggressive on your behalf. 

 I am executing this communication, as I have had several phone calls concerning Howard County’s mandatory vaccination status survey. I want to make it clear that legal counsel has determined that an employer has the right to collect certain information to make policy decisions & manage their responsibility to provide a safe workplace free from hazards. This collection should not be confused with any vaccine mandate that is currently held up in the courts. 

 IF YOU DO NOT COMPLETE THE SURVEY, YOU WILL BE PUTTING YOURSELF AT RISK OF DISCIPLINARY ACTION OF INSUBORDINATION.

 AFSCME Local 3085 and 3888 recommends that you comply with the directive. As with all disciplinary matters the burden will be on the County to prove the case under the mandate of just cause, and the Locals responsibility under the duties of fair representation will apply.
